Panic

(1983)

This scientist has an accident, turns into a monster, and escapes from his lab. Nobody notices any of this though and everyone assumes he "went fishing". Meanwhile, he's killing all these people and drinking their blood. The government can't find the monster, so they decide to just wipe the entire town he's rampaging through off the map. Some dudes think they can track the fucker down before it's too late though, so it becomes yet another race against time. It turns out these latter dudes were right, and they find the monster and kill it with a fire extinguisher. Oh yeah, and in one part there's a giant mutant guinea pig. After it's all over the screen says: "What you have seen might really happen... Perhaps it already has!" Oh, shut up.
